US: Iowa Senator wants to abolish container deposit scheme

Senator David Johnson wants to abolish the container deposit scheme (CDS) that Iowa established in 1978. On January 27 2016, he introduced SF 2068, a bill to do so.
According to the Iowa Department of Natural Resources, the scheme has an 86% redemption rate, and approximately 1.65 billion containers are redeemed annually. SF 2068 would repeal Chapter 455C of the Iowa Code 2016, which establishes the CDS, and Chapter 455B, which authorizes the DNR to administer the scheme. The bill includes a couple of other minor changes to the law. The bill was referred to the Committee on Natural Resources and Environment (State Recycling Laws Update, 1 February 2016).
