NL: Legal opinion compliance packaging agreement in 2014

In 2014 a number of parties requested ‘waste lawyer’ mr. R. Hörchner to review the Dutch Packaging Agreement 2013-2022 (Raamovereenkomst Verpakkingen). This resulted in a Legal Opinion with the conclusion that the industry had not complied with the agreement.
As requested by the same parties he has now reviewed whether all the requirements have been met in 2014. In a Legal Opinion he concludes that this is not the case. In the document he gives an overview of the issues that have not been realised. The industry has not met the requirements for four fundamental general sections of the agreement. For example, the 6 requirements in order to be able to abolish the deposit system were not met.
