Germany: Final text published of changes to packaging waste regulations

On 17 July 2014 the final text of the changes to the packaging regulations in Germany was published: the Seventh Regulation to amend the Packaging Regulation. The standstill period ended on 12 June 2014.
The Seventh Regulation to amend the Packaging Regulation aims to solve urgent problems in its implementation and provide fair competition between the dual systems. The options for own return and sector solutions are evidently being used by some dual systems to exclude packaging volumes from the licensed amounts which should, under §6 (1) of the Packaging Regulation, be licensed under the dual system, even though this packaging is in reality returned for recycling through dual systems.
