EU Deforestation Regulation (EUDR) – the consequences for your wooden and paper-based packaging

On 9 June 2023, Regulation (EU) 2023/1115 (EUDR) on deforestation-free supply chains was published in the OJ. The EUDR replaces the Timber Regulation (EUTR). The law makes it obligatory for companies to verify (so-called “due diligence”) that goods sold in the EU have not been produced on deforested or degraded land anywhere in the world. The scope includes wooden and paper-based packaging.

The law is applicable on 30 December 2024 for large companies and 30 June 2025 for micro- and small enterprises, however the European Commission has recently proposed to give concerned parties an additional year to prepare for the EUDR.

Purpose of this meeting
The EUDR has led to a number of questions from NVC members, for example:
- We produce packaging, how can we comply?
- If we import packaging, what are our obligations?
- If we import packaged goods, do we have to comply?
- Our packaging is FSC/PEFC certified, does this mean we are compliant with the EUDR?
- Is recycled paper/paperboard part of the scope of the EUDR?
- Would the return of empty packaging by the retailer to its supplier be considered part of the scope?

During this meeting we will try to get some answers to these questions and any other questions that you might have. We will be doing this together with Jessica van Zetten, EUDR Analyst at the Netherlands Food and Consumer Product Safety Authority (NVWA).
