USA: New York City considers placing fees on carryout bags
A minimum 10-cent fee would be placed on each single-use or reusable carryout bag distributed by covered stores if bill Int 0209-2014 introduced on March 26, 2014.and sponsored by 22 members of the New York City Council, becomes law. Covered stores would retain all of the bag fees collected. Covered stores would also be required to post signs about the bag ordinance “near points of sale.”
Int 0209-2014 also requires that paper bags contain a minimum of 40% post-consumer recycled content and that plastic bags labeled as “compostable” meet ASTM Standard 6400. Plastic bags may not be labeled as “biodegradable," "degradable," or "decomposable” (State Recycling Laws Update, 4 April 2014).
