US: Container deposit scheme proposed in Rhode Island
H 5801, introduced in the Rhode Island General Assembly, would create the Product Stewardship Bottle Recycling Act. Despite its name, the Act seeks to create a container deposit scheme similar to those in other states. The Connecticut Department of Health would have administrative responsibility for the scheme.
Covered beverages, under H 5801 are “beer, ale or other drink produced by fermenting malt, spirits, wine, wine coolers, soda or noncarbonated water, and all nonalcoholic carbonated or noncarbonated drinks in liquid form and intended for internal human consumption.” The amount of the deposit is not specified in the bill (State Recycling Laws Update, 6 March 2017).
