HK: pay-as-you-throw household waste plan

Following a public consultation and a six-month pilot, the Council for Sustainable Development of the Hong Kong Government has announced that it is moving forward with implementation of a pay-as-you-throw plan for household waste. Residents would pay for the amount of waste they dispose using government-approved bags, encouraging them to reduce waste generation and disposal.
There would be a three-year transitional period for implementing the plan because most Hong Kong residents live in large apartment buildings that present different levels of challenge in installing the required waste collection infrastructure (Recycling Laws International, 28 November 2014).
