France: Draft decree on disposable plastic bags sent to EC

France has sent a draft decree to the European Commission on banning disposable plastic bags, with the exception of compostable bags which entirely or partially consist of biosourced materials.
To this end, the methods of application of II of Article L. 541-10-5 of the Environmental Code are specified. The definition and characteristics of disposable plastic bags, carrier bags and compostable bags are given as well as the composition of "biosourced" plastic bags.
Finally, it specifies the indications that must be given on plastic bags to inform the consumer of their composition and use. The standstill period ends on 28 December 2015.
