FR: Minister wants retailers to start single-use plastic bag ban
In October 2015, French Minister Ségolène Royal announced that a national ban on the distribution of single-use plastic bags that would take effect on 1 January 2016. However, the European Commission delayed the implementation of the law until 28 March 2016 so the Commission would have time to review the law and confirm that it does not pose a regulatory conflict within the European Union.
On December 28, the Ministry of Ecology, Durable Development and Energy issued a statement calling on French retailers to voluntarily comply with the ban until the March 28 extension. Until that date, no penalties will be imposed for violating the ban (Recycling Laws International, 8 January 2016).
