BE: Draft decree banning single-use plastic bags sent to EC

Belgium has sent a draft decree to the EU Commission concerning restrictions on the use of plastic bags at points of sale and on the use of plastic films wrapping certain publications.
The ban on single-use plastic bags in retail commerce would come of effect on 1 September 2016 (checkout bags) and 1 March 2017 (other bags). The decree gives the option for the Government of allowing for a staggered entry into force, taking account of sectoral specificities and the option of specifying the characteristics of the bags covered by the ban and providing for exceptions for reasons of hygiene, handling, safety, or when there is no suitable alternative. The standstill period ends on 9 June 2016.
